Because this is a question related to the FSAE portion of the rules,
I have submitted it to the FSAE rules committee.

Following is their response:

Firstly, do not assume that the cars whose pictures you see on the web are in a configuration that will pass Technical Inspection at a Formula SAE or Formula Hybrid event.

Rule applies to all drive chains and drive belts (not to accessory drive such as alternators or external oil pumps), and guards are required even if the chain or belt is inside bodywork. Bodywork is not sufficient to contain an errant chain or drive belt.

Furthermore, the FSAE Rules Committee has recently sent the following to a team with respect to chain guard coverage; "In a typical FSAE installation, the chain guard needs to go all the way back to the rear bulkhead behind the sprocket. In addition, the guideline we have been giving the scrutineers is that if the vertical distance between the horizontal members of the rear bulkhead is equal to or more than the diameter of the rear sprocket, then the chain guard also needs to have a vertical piece down to the lower horizontal member of the rear bulkhead.

"All portions of the chain guard must meet Rule including thickness and lack of perforations."

Note that questions about the FSAE rules may be submitted directly to Kathleen McDonald at the FSAE:
