If using carburetors, will we need to modify them to allow for draining of the fuel from the float bowls or can there be an assumed quantity held in the carbs for common unmodified engines?

There will be no need to modify the carburetor float bowl(s) of
any 'stock' engine.

Many have drains built in, but if they don't we will determine
the usable fuel capacity and deduct it from the fuel allocation.
