If we are using a bank of LEDS to show when our accumulator storage containers contain over 30 volts but we are also covering the containers with fiberglass bodywork does the indicator need to be outside the body panels or does it not matter if it is covered when the body panels are attached?

It is not required that they be visible through the bodywork, but they should be immediately obvious to anyone considering opening up the accumulator containers.
Locating them so that they can be seen without removing any panels is preferable.
