We may be using an FSAE 2000 chassis for our frame. At the time, it met all safety requirements for 2000 SAE, but we're unsure of which requirements it still meets. Will this frame be able to be "grandfathered in" or will it need to be modified? If modification is necessary, which types of modification are necessary, how extensive do they need to be?

I'm not an official-like person, but may have your answer.

As far as I know, all of the current 2008 FSAE regulations need to be followed. Check out this post: http://www.formula-hybrid.com/forums/viewtopic.php?t=82

I'm not sure where you would find all the rules changes from 2000 to 2008, though.
