Is IC engine sensitive to speed or torque???(In terms of operating efficiency)??

The short answer is both. The efficiency of your ICE depends on both your current operating speed and the torque. A good reference is a book called, Introduction to Internal Combustion Engines and it is a good place to start for calculating your engines ideal operating efficiency at a given RPM and torque. But for exact efficiency numbers you will have to do some actual engine testing by monitoring your engines rpm, torque, and fuel consumption.

The specific version of the book that I am referring to is the third edition written by Richard Stone, ISBN# 978-0-7680-0495-3.

Another book that I ran across in search for resources for my thesis that I think would help you with calculating efficiency's of both systems is called Vehicle Propulsion Systems, Introduction to Modeling and Optimization by L. Guzzella & A.Sciarretta. ISBN #3-540-25195-2. At initial glance the section dealing with hybrid powertrain design looked to be quite good.
